Danish Oil

I have started applying this finish to the legs of my workbench. Should I be cutting back each layer as I progress, or can I just oil over the previous layer after it dries?
Also, I’m not sure that I’m using enough as I barely noticed a difference after the first coat. Should I use a fairly saturated cloth to apply it?

One last question(I promise)about this oil.
Is the smell that lingers after the rags/finish have cured and dried toxic at all? I don’t mind the smell that much, but am wondering now whether this is a problem. I’m assuming the solvent has long since evaporated, so is this the smell of the oil only?
