Bamboo fly rods are traditionally finished with a gloss varnish, and more recently with urethane varnishes. A good spar varnish would be a good choice.
If you want Matt finish, it’s best to use the gloss varnish and either overcoat at the end with a Matt finish varnish or to rub the gloss finish with rotten stone or auto body rubbing compound.
The additives they put into varnishes to get the Matt effect aren’t as weatherproof and aren’t recommended for rods, and I imagine bicycle would also need to be as weatherproof as possible.
