How do I use this tool?

Hello everyone
I have a question about how to use this tool correctly, I did research on the internet but couldn’t find an explanation on HOW to use it. Some sources say it is for enlarging existing holes and other say it is for drilling new holes, which is it? Because I can’t figure it out how I can have grip in the wood to start drilling. So please explain to me how to use this tool.

Looks like it may be an old straight-hole reamer. If so, it wouldn’t cut the hole, you would use it to ream out a hole you made with a drill to enlarge it or make sure it is round and to size.
