incannel/outercannel

hi all can anyone explain why some gouges are incannel (inner bevel) and some are outcannel (outer bevel) it is probably very straight forward but most of the stuff i’ve found online contradics its self i’m sure someone on here knows the best way to explain it thanks in advance
