I’ve been looking for a way to do this with hand tools and this is what I found.
I’d be interested to hear how others do this.
I was looking for a way to do this for a rather largish dovetail tray, and came across this: http://www.popularwoodworking.com/video/stopped_grooves_video
Christopher Schwartz drills a hole for the stop; uses a plough plane to remove most of the material finishing up with a router plane.
I suppose the gentleman in the video that you linked could have chiseled out the stops and then used a plough, seems like a lot of chisel work.
Having said all that I have yet to try this, looking forward to see how you finally decide to do this.
Maybe, have a look at:

Thanks for the links, guys. I didn’t know that the rebate plane or plow plane could work for these. I should have thought of the router plane myself.
I’m planning on doing some frames where I need a stopped rebate up to 24 inches long, 3/8 inch wide and 1/2 inch deep. It seemed like a lot of work with a chisel. It looks like my electric routers will be even more lonely. 🙂
The “English Woodworker” also shows how to cut along grain or cross grain rabbets with noting more than chisel and marking gauges.
So, I could treat it like a hinge mortise, but narrwower, deeper and longer.
