Old kitchen base cabinets with drawers might work for you. Try your local barter site or classifieds you can often get them for free. Then make stacking boxes to organize inside. You might even make them so they can convert to drawers later when you have to time to make your own cabinets up.
Another option is to skip it and buy a sturdy utility shelf and just lay your tools out upon the shelves at hip to shoulder height. This has the advantage of letting you see everything all at once, so no hunting for things. Once you have yourself setup, you can build a tool cabinet or chest and still have use of the shelf.
If you expect to have humidity and rust problems, this may not be the best choice.

That’s a worry Sven.
Any suggestions on what I can do to warm the place up a little?
I’m thinking of putting Kingspan between the ceiling timbers (expensive though) and I’ve also given some thought to what goes on the concrete floor, and whereas I’d like to just paint it with a sealant (to stop it powdering up), I’m considering putting some sort of carpet down or some rugs.

So how about an insulated tools “wardrobe” on castors? With two small frost guards (temperature watches) screwed to the floor, and free spaces above, front and back, the warmth can spread between shelves and drawers. A cheap max/min thermometer with two sensors will allow for setting the frost guards correctly.
