I picked up a new Stanley 4 in hand a couple of years ago and was horrified at the quality of workmanship. The middle of one entire face didn’t even come to points, it just had scoring!
After that I got a grobet 4 in hand and really like it. But I’ve been told they’ve “off shored” their production so I don’t know it I would trust them sight unseen at this point.
I have two Liogier rasps now and cannot say enough good things about them. They changed my understanding of what a rasp was.
I have a Narex cabinet maker’s rasp but it’s so coarse I seldom use it. I will say it seems to be made well enough.
Some time back Paul Sellers mentioned this company favorably in his blog:

And they make a “shoemaker’s rasp” which I would call a “4-in-hand”.
