It looks like it broke at the hardening line, probably caused by internal stresses during hardening. That’s about how much of the iron was typically hardened. (Or a little lower) see if the two sides of the break file differently.
It could be welded, but the two issues I see are keeping the iron from warping during the temperature swings during welding, and losing the temper on the edge. A wire welder might allow keeping the tempered part of the iron cooler. Otherwise you will have to harden and temper again.
Nether is Insurmountable, but require some skill. If you are asking, my guess is you don’t have the experience. ( I would hand it to a welder friend and not try it myself)
But it isn’t useful as is, so have at it, or repurpose the tool steel.
