Bedside drawer cabinet construction: top rails

Folks,
I’m designing a bedside cabinet with 3 graded drawers. I’m combining Pauls draw design and one I found in Thos. Mosers book on shaker furniture.
The top of that cabinet is dovetailed with through dovetails that show through the top. There is a simple Cavetto moulding around the top.
However, the diagram and image appear to have an additional top rail showing beneath the moulding.
I have assumed that the dovetail construction holds the frame together.
What is the purpose of the addition of a top rail. As I’m typing I’m beginning to think it prevents sagging?
