Why do these rules have metal attachments on one end? My father in law had several and I don’t know what their purpose is. All the rules are less than 12”.

You will see a similar design in the Lee Valley catalogue. It allows you to register the end of the rule against an edge, similar to the hook on a tape measure. They are called Hook Rulers if you want to google it.
