Need help to id small vintage something

Tagged: mystery tool
This was my Dad’s (among a trove of other stuff that I pretty much understand and often use). I have no idea what it is or how it’s used. It doesn’t seem to be beat up on the “handle” end, so I don’t think it was hit with a hammer. The offset “blade” is fairly sharp, and may have been very sharp at one point.
Anyone know what I’ve got here?

Ewww that’s interesting, that handle looks like it’s for finer work, it’s similar to an xacto blade handle with the cross hatching pattern. It’s interesting that the shank is so long as if you could adjust the length depending on what you’re doing. I’m very interested to see if anyone can ID this one.
