setting saw teeth

I purchase a very old saw and was reworking it as I love the feel of this saw. But when I am setting the teeth I hear a snap and then I see a fracture in the tooth. I have used differnt sets and even the punch and hammer method. Noting works so I was wondering about annealing the steel. Or is it just a cheep plate the is not reworkable?.
Not sure if this is the case but you should try and follow the original set for direction, if you attempt to set a tooth opposite of how it was set by the previous sharpener it will usually snap.
