I’ve been making picture frames with mitered and splined corners. I’ve been using my shooting board to ensure 45 degree angles. They do help, but I’m sorry. Mine absolutely does NOT ensure a perfect miter. I found that although the angle may be perfect, the angle is not flat which still leads to a gap. I use shavings to fill them. They work good.
Have you tried the lateral adjuster to get your cut square to the face of the frame? This should eliminate any gap.

Craig
Could it be that the side of your plane that rides against the shooting boards is not square to the bottom of the plane?
One expert of old times suggested that to prevent tilting the plane, which he had found to be common, shooting boards should have a rail to support also the uppward side of the plane sole.
Chalking (or using some other marker) before each of a number of shavings could perhaps help by showing if the blade bites unevenly?
