Where to Start?

Does anyone struggle with where to cut their stock first? For example, I have a 6/4 piece of Sapele 46” long by 7” wide. I want to make winding sticks. Do I cut 16” off the stock and then rip the 16” piece to the winding stick width I need? Or do I rip the 46” to the width I need then cut 16” piece out of the rip? I know this may sound like a silly question, because we are always thinking of what me may need for the “next” project? So in general, is it better to have a wider shorter piece of stock left over or a longer thinner piece?
Id just take out what I need. So I’d come in the width I need for the sticks and rip down 16″ then cross cut that bit off. This leaves a 46″ narrower piece or a 30″ wider piece in future – best of both worlds.
