There were small factories all over the UK and abroad turning out these tools – I expect that the makers will remain anonymous.

Whilst they resemble spoke-shaves, they may not primarily be wood-working tools; the lower one with a curved blade is, I believe a Cobbler’s Heel-Shave.
The sole-section of the straight shave is unrefined, which suggests that it isn’t intended for fine work. It may be a hand-held version of a Stanley No: 70 Box shave, used in factories to remove stencils from packing crates.

Having said that, the chair-makers’ shave with a curved blade is similar and is termed a Travisher. It is used for refining the hollow saddle-section of chair seats. Whilst this isn’t a strictly Travisher, it could probably be adapted for this use, though how the blades would hold up cutting wood is unknown.
